But it does admit that:

AISBL means "association internationales sans but lucratif". However, no such body as ULSETB aisbl nor L’Universite Libre des Sciences de l’Enterprise at de Technologies de Bruxelles appears registered or even mentioned since 2003, according to a search of the official gazette - the Moniteur Belge. The names Karatchevskyi and Vovk do not occur in the MB (other than one film related chap of the second name). And Royal Decrees are not refered to in this way but rather by date - for instance "l'arrêté royal du 22 aout 2012" or "Koninklijk besluit ....van 22 augustus 2012". In short ULSETB seems to be a somewhat suspicious body to be avoided at all costs.
To keep this heraldic, I note that the ULSETB displays arms on their home page including the European flag in the first quarter (no doubt without permission); the Belgian flag in the fourth quarter (again no doubt without permission); and above the shield a royal crown (again without authority)
