Arms Identification ... help required (please)

I'm having difficulty identifying these arms:

They have a Cheshire feel to them and perhaps the open book alludes to
a college but I have absolutely no idea as to their origin.

I've no doubt you are right about Cheshire. Where did you find the arms?
