Can someone please help with the meaning, origin and usage of the symbol
consisting of an orthogonal cross on top of a filled-in diamond shape.

It appears in the unofficial coat of arms used by US presidential candidate
Donald Trump:

If I remember correctly the tactical symbols used in Soviet military map-marking a generation ago (and perhaps still used - I don't know) exactly that symbol - a diamond with a cross sticking out of the top - represented a tank platoon commander.

could it be that the symbols are not charges at all? signifying that the escutcheon is a fur, not argent?

It's Trump.

If it was anyone else I'd look for some sort of religious significance, but as far as I can tell the only religious leader he can stand is Ivanka's Rabbi. I suspect he told some minion that he needed a coat of arms, and it had to be The Best, and it had to scream wealth. I suspect that they borrowed a map symbol for a church, possibly so Trump could claim to be more unique, and possibly because they did not actually know what an Ermine spot was supposed to look like.
