I have read in the manual for British passports that foreign titles may not be recognized in England/Wales/Ireland except by Royal Warrant, but that the Lord Lyon may still recognize foreign titles at his discretion. Has anyone information concerning the Lyon's willingness to recognize continental titles?

I believe the Lord Lyon would be starting with looking at the arms first.
In other words, if you are an armiger and get your arms approved, the title will be easier.
In the past foreign notables (especially of German and French extractions) 'localised' their titles when becoming British subjects, and then had their arms approved. But I am not sure if that would work for people who are already British subjects.
